Sewer Replacement 2010

Many Edgemoor residents have or will receive notices about impending Sewer Replacement work that will be going on in the Chuckanut Dr./Hawthorn Rd area and the Willow Rd./Fieldston Rd. area.  Post cards were mailed last week to residents adjacent to the project sites.

The 2009-2010 Sewer Replacement project consists primarily of replacing manholes and sanitary sewer lines to near-new condition through the use of trenchless technology and open-trench methods. The trenchless method involves inserting a resin-coated cloth that is steam cured into a solid liner.

What to Expect:
      When the sewer line serving your house is being rehabilitated, your sewer service will be temporarily interrupted.
      The contractor will give approximately 48 hours notice prior to beginning work on your block.
      Once notified, try to reduce your water consumption during daytime hours.
      The work affecting your line will be completed on the same day it begins.
      There may be some odor during construction.
      Be patient and allow extra driving time.

What will be done:
      6000 linear feet of sewer rehabilitated using trenchless methods
      25 manholes replaced
      1100 feet of open trench replace aging pipes

ENA President's Message

I hope everyone had a wonderful holiday. 
This next year will should be a very pivotal one for the future of Edgemoor. After 2 plus years, there is finally movement on Horizon Bank’s plans to develop their 739 unit Fairhaven Highlands project on Chuckanut Ridge. The City of Bellingham has required that an Environmental Impact Study be done on the project. This EIS will help determine what is environmentally feasible on that property. The first stage of the EIS will be to determine the scope of the study. To help educate and prepare Neighborhoods that will be directly affected by this development, the CSN will be having a meeting January 7th – 7:00 at the Fairhaven Library’s Fire Place room. A city sponsored Public meeting will be held on Jan 16 at the county courthouse to allow for people to verbally comment on what should be included in the scope of the EIS. Written comment will be accepted until Jan 23rd. After the scoping, the contractors that have been hired to do the EIS will create a Draft EIS, which will be open to public comment after it is released (March?). Needless to say this project will have significant impact on Edgemoor and weather you are for or against this project; everyone should try and become involved in this process.
As for the ENA, we are looking forward to another busy year. One of the main focuses will be continuing to work on the Edgemoor Neighborhood Plan update which we hope to have ready and submitted to the city well before the December 1st deadline. After the fantastic participation in our Neighborhood Survey (Results on the ENA website) the Neighborhood Plan Update committee has taken the initiative to get our plan updated to better reflect the desires of the neighborhood. Participation by all is encouraged and desired. There will be opportunities to help work on, comment on and ad input to the update through out the year.
The ENA will be holding elections for officers at the next General Meeting. The position of Treasurer needs to be filled as Lois would like to focus on Neighborhood Disaster Preparedness. Lois has been our treasurer since the ENA’s inception and has done a great job – thanks Lois. Anyone interested in the treasurer position, or part of any ENA committee should let any of the board members know so you can be included. Even if you do not want to be an officer in the ENA, your participation at meetings and committees is vital to the effectiveness of the ENA.
I look forward to a great 2008 and hopefully will see you at the various ENA meetings and functions.

Public hearings will be held on two proposed four-story, mixed-use buildings by Sam Boulos at the intersection of Donovan Avenue and 12th Street. The buildings would be 10,000 square feet each of commercial and residential space. The Planning Commission will consider building height and bulk at 7 PM Thursday, July 19th. The Historic Preservation Commission will consider building design and appearance at 7 PM July 24th.

The Forum will include candidates for the City of Bellingham’s Mayor, City Council At-Large and City Council-5th Ward positions. There will be time set aside during the Forum for questions from the audience so please come and bring your questions for the candidates. This is good opportunity to hear what the candidates fell about issues that affect the Southside of Bellingham.

The ENA has put together a neighborhood survey to assist with the Edgemoor Neighborhood Plan update process. If you did not receive a survey, or additional family members would like to participate, please download the Edgemoor Neighborhood Survey and mail it by July 5, 2007, or bring it to the next ENA meeting. Your input is valued and appreciated and will help us update the Edgemoor Neighborhood Plan.

Dear Mr. Stewart,

At our general meeting on May 3, 2007, the Edgemoor Neighborhood Association voted to support the proposed changes to the Fairhaven Design Review Code brought forward by the Fairhaven Neighbors.

Fairhaven is the community core of the 5 Southside neighborhoods, including Edgemoor. We all have a stake in Fairhaven’s future and we feel that the current Design Review Code does not adequately protect the community character of Fairhaven from development plans that go against the intent of the Fairhaven Design Review Code.

We feel as a Neighborhood Association that the preservation of what is special and unique about Fairhaven should be the highest priority. The ENA is not against development in Fairhaven, however we strongly feel that future development should truly be harmonious with the existing Historic Character of Fairhaven. Adoption of the proposed changes will help return the Fairhaven Design Review Code to its intended purpose by setting clear guidelines and limits that will replace the items in the Code that currently appear to be up to subjective interpretation.

The members of the Edgemoor Neighborhood Association thank you for considering the wishes of the entire populace when the decision is made on this issue.
